The Surrogacy Program was established in 1991 by Shelley Smith, a licensed Marriage Family Therapist in California. Our Surrogacy agency is among the oldest and most respected of its kind. Our highly qualified gestational surrogate mothers all reside within the United States and we provide excellent matches. We are the premiere agency in the United States, having coordinated and facilitated the journeys of couples wishing to build their families for over 25 years.

Helping people expand their families is more than a job to me, it is my greatest purpose in life. As a Board-Certified Physician in both Obstetrics/Gynecology and Reproductive Endocrinology & Infertility I have had the honor of helping countless clients become parents. Third Party Reproduction is a wonderful option for those struggling to conceive to match with the best egg donor and surrogate candidates and make their dreams a reality. There is not a moment in my many years of practice when I haven’t felt privileged to be able to help people at such a defining moment in their lives. Through over 20 years of experience, we understand the nuances, stresses, and blessings people experience at this pivotal time. We take pride in helping a diverse clientele including recipients from around the world, single parents, and same sex partners.

I completed my fellowship training in Reproductive Endocrinology and Infertility at the University of North Carolina Hospitals at Chapel Hill with a focus on InVitro Fertilization and Third-Party Parenting (Ovum donation & Surrogacy). In 1993, I made the move to Los Angeles to join the Pacific Fertility Centers of Southern California (PFC) and in 1998 became the Medical Director and sole owner of the Pacific Fertility Center in Los Angeles. Through my IVF practice I have blessedly performed over 8000 IVF procedures and made possible the birth of over 5000 babies all over the world. I have also worked with many patients with advanced maternal age including postmenopausal women seeking infertility treatment through egg donation, including the oldest woman on record to have given birth to twins at the age of 67. Over the last decades, I have been closely involved with the LGBT community and helped over 1000 gay couples achieve their dream of parenthood.

As I look back at the faces of the many parents whom we have helped, the sweet babies who have been born, and the tremendous contributions and sacrifices from our donors and surrogates, I feel privileged and fortunate that I am spending my life in the company of angels and continue witnessing miracles of science and the human heart.

I am originally from Michigan. I entered this field of Surrogacy through a friend. I never dreamed of moving into this type of job. Nor did I realize what a blessing it would be. I didn't know how extraordinary it was to be a Surrogate. In the short time that I have been here I have seen such wonderful people trying to have babies that for one reason or other are unable to but have so much love to give a child and so desperately try and try again with such hope and faith. The process of matching a Surrogate to a couple is so amazing. The thought, love, selflessness, passion, soul, and heart that goes into this sometimes long process of bringing a life into this world is astounding. I am blessed to be a part of such an amazing, miraculous journey for all involved. Every day I am reminded of how precious life is and that we should not take our lives or being able to bring a life into this world for granted. I look forward to your journey.

I was born and raised in sunny Southern California. I'm a lifetime member of the Girl Scouts of the USA, proud Girl Scout Leader and Gold Award Recipient. My career experience has been rooted in customer service, management, and operations, and I am pursuing my degree in Psychology. I have had the joy of devoting the last six years of my life to working in third party reproduction and I look forward to many more ahead. My dream has always been to find a job that I could be passionate about and at the end of the day know that I had done my part in making a difference in the world, and I count myself very lucky to have found this field which is so close to my heart. Knowing that there are wonderful people in the world who desperately want and deserve to be parents but for many reasons are not able to do it alone inspired me to become a surrogate mother. From the moment I found The Surrogacy Program, I knew that this agency was different from all the others. I had the honor of being a gestational surrogate for two lovely couples with the support of an amazing staff. My firsthand experience as a surrogate inspired me to pursue my dream career in this field at the most loving program for surrogates and intended parents alike. We focus on matching couples and surrogates based on real compatibility so they enjoy this unique journey together. I'm proud to work with an exceptional team of experts and be a part of the incredible work that they do. My husband and two beautiful children are the loves of my life. I feel whole knowing that I am playing a part in a process that gives couples the most wonderful gift in the world: the gift of family.
Janice Chavez
Surrogacy Accounting Associate
I was born and raised in Sacramento and moved to Los Angeles with my Husband in 2011. In March of 2015 we adopted our first little one, Jasper, a 7 month old Australian Sheppard – and he is sweetest pup! Though I miss my immediate family in Sacramento, I’ve embraced sunny Southern California, as I enjoy an active life with my little family: hiking in the local mountains, going to the dog beach, practicing yoga and sharing barbecues with friends. I came from an accounting background with Sutter Health in Northern California, which translates nicely to my current position at The Surrogacy Program! I feel fortunate to be a part of a team that gets to help families in such a profound way. It’s a blessing to work with Shelley and her team, who are all not only intelligent and driven, but also so passionate in helping build families through the surrogacy process. I feel very fortunate for this opportunity and am so thankful to come into work each day at the program.
